ESP32-Wroom-32E TX pin gets 600mv-1.35V output after a while

Hi everybody,

I am working on a custom board with ESP32-Wroom-32E module. I am having issue with TX pin of ESP32. I solder new module on pcb and get output of new module message. After that I am getting to bootloader mode and programming module with it. It outputs data some time and sent "⸮⸮⸮⸮⸮⸮⸮" and stop sending data. When I measure TX level, it gives 1V output on TX pin. What can cause this problem?

I am using Arduino IDE.
