I had the same problem when installing the Toolchain on Windows 10 and was able to fix this by launching the installer with admin privilege.

Hi, I am having the exact same issue trying to run the ESP-IDF tools setup V2.4. (https://dl.espressif.com/dl/esp-idf-tools-setup-2.4.exe)
